Brics Summit 2012: 5 countries becoming rule makers: Chinese expert



India is happy to host the 4th BRICS Summit in New Delhi in 2012 and extends a warm welcome to all delegates and mediapersons.
BRICS is a unique grouping of countries with shared opportunities and common challenges. Formalized with the first meeting of the Foreign Ministers of Brazil, Russia, India and China on the margins of the United Nations General Assembly in New York in September 2006, the grouping has come a long way in a short span of time and has evolved mechanisms for consultation and cooperation in a number of sectors. South Africa joined the grouping at the third Summit in Sanya, China in April 2011.
The agenda of BRICS meetings has widened considerably over the years to encompass topical global challenges such as international terrorism, climate change, food and energy security, developmental issues and the international financial crisis. Three Summits, meetings of the Ministers of Foreign Affairs, Finance, Agriculture and Health and other sectoral meetings have helped to further deepen cooperation between the BRICS countries.
The New Delhi BRICS Summit is expected to impart further momentum to this process.

BRICS countries are evolving from being 'followers' of the West to 'rule makers', a Chinese expert said Thursday. But he warned that intra-BRICS trade will see tensions too.

"Given the current international situation, BRICS countries need to further strengthen cooperation, so as to cope with the various challenges and safeguard the interests of developing countries," Du Youkang wrote in China Daily.

Collaboration on global issues was conducive to international political and economic rebalancing in post-crisis era, he said in a commentary as leaders of Brazil, China, India, Russia and South Africa met in New Delhi.

The summit held "great importance", said Du, a professor in the Institute of international Studies of Fudan University.

"The international situation is undergoing profound and complicated changes: there is unrest in several regions, faltering economic growth in the developed world ... and the resurgence of trade protectionism, which poses challenges to the multilateral trading system.

"At the same time the BRICS countries have maintained their good growth momentum and raised their international status and influence."

Du said BRICS countries had played an increasingly important role in tackling global challenges, and had become a major force in easing global financial and economic crisis.

Since 2010, more than 50 percent of global growth has come from BRICS, which he called the "global growth powerhouse".

But Du said that due to their similar stage of development, BRICS countries cannot avoid competition in acquiring investment, technology and markets, as well as frictions in trade and other areas.

"But BRICS countries are actively seeking mutual understanding and strengthening mutual trust and cohesion and are committed to building a BRICS partnership that consolidates global stability, security and prosperity."

In 2010, China surpassed Japan to become the world's second largest economy. Brazil was the world's sixth largest economy in 2011, and India and Russia are in the world's top 10, Du said.

"Due to the rapid development of BRICS countries, the global balance of power is undergoing changes in favour of developing countries.

"The rising weight, status and role of BRICS countries and other emerging economies in international affairs is obviously conducive to international political and economic rebalancing."

“O you who believe! Intoxicants (all kinds of alcoholic drinks), and gambling, and Al Ansaab (stone altars for sacrifices to idols, etc.), and Al Azlaam (arrows for seeking luck or decision) are an abomination of Shaytaan’s (Satan’s) handiwork. So avoid (strictly all) that (abomination) in order that you may be successful.
With regard to a person’s saying that he only gambles occasionally, this is like one who says that he only commits adultery occasionally, or he only steals occasionally, or he only lies occasionally. Does the fact that he commits that haraam action only rarely means that it is not a sin and that he is not exposed to the wrath of Allaah? How does he know that this rare action will not develop into something that is done more frequently, until it becomes a habit? In fact this is what usually happens, especially in the case of those who are afflicted by gambling. He should fear Allaah and abstain from that which Allaah has forbidden to him.
The reason for prohibiting gambling, lottery and similar methods is that they involve taking away someone else’s money without earning it. In most of these methods, an amount of money is raised by those who participate in a game or a draw, and the prize is thus contributed by them all. Then the winner takes the prize without any particular effort on his part. Millions of pounds or dollars are paid to the one whose card matches the result of a draw done by a machine or a person. All such methods generate ill feelings between the participants, hence, the prohibition.
The speed by which a person gets his income is immaterial, provided that the method followed is legitimate. A businessman may buy a large quantity of a certain commodity today and it is shipped to him from abroad. By the time he receives it, the price of that commodity has risen sharply and there is much demand for it. He sells the entire shipment within a week or a few days, making large profits. This is perfectly legitimate, because there is no cheating, deception or exploitation involved.
When prizes are offered freely, without contributions from the participants or the public, these are normally symbolic. They may be given to promote a certain commodity or to publicize a particular business. Since they are offered by a promoter who asks nothing in return, they are permissible in Islam.
